Thanks for the reply! It's alright, other than this controller issue, Windows 10 works flawlessly for me.
As far as your suggestions here, I did method 1 first off. It said one thing was fixed, which was 'Hardware changes might not have been detected.' However, the problem still persists.
As far as method 2, I have tried all USB ports and different Micro USB cables as well. I meet the requirements as well. However, I couldn't do the part where it says 'You can use the Devices and Printers item to troubleshoot the controller.' The reason being is that the controller does not show up on the computer at all. I also reinstalled the drivers from Windows 7/8.1 with no luck. I uninstalled the driver that comes with Windows 10, however, it doesn't want to seem to come back. It did not work with that driver either, however.

Update: After trying several time to update it on my pc. I connected my controller to another pc that didn't have the anniversary update and not many apps installed. Managed to get the accessory app to see the controller and continue the firmware update. After that it now seems to see it on my oculus pc. - i will wait untill every one says its ok to install thanks

- I've tried KB3176938 on both desktop and laptop. The controller doesn't work on either. I had to uninstallre-install KB3176938 on both machines before it was showing up in update history ( for whatever that's worth...)

I don't need to toggle on/off the controller anymore. Apps that didn't work with this workaround (mountain goat) have no more problems.
@GameTeacher: That rather sounds like a driver issue to me. I had this as well. Contrary to common believe W10 does not (always) seem to have the drivers 4 the controller built in/cannot autodetect. You might try to install the xbox accessory app from the w10 store. It can also do firmware upgrades to the controller, if this does not help: I did not get the hint on the app first, but searching hardly (very, actually) I found hints and links to the M$ download site where to get the right driver. I think it was in a steam support forum.

- Win 10 v3199986 and can not get controller to work. Been playing Elite Dangerous with a hotas so didn't know I was having problems till I decided to play something else. It either won't link or it will link for a couple seconds and then shut off.
- Same problem here. Connects for about a second then shuts off. Tried unplugging and reinserting the adapter, and also resyncing the controller, but the problem persists.
Its my second adapter also. The first one I received with the CV1 was defective and never powered on, so I replaced it. That's been my experience with most Microsoft hardware. - Could only get my controller to work once in Knee Deep. Works fine in the Rift home screen. Usually to get it to work I re-pair it, sometimes having to pull the battery. No matter this is broke and needs get right.
- so for me this problem persists but it is not as bad as before. the controller works fine.... until it goes into sleep mode and shuts down.. once this happens it wont work again untill after a reboot.
for most games its not an issue for me, sadly i mostly use my VR HMD for elite dangerous, and i only use the pad on elite when i am in an SRV... which means there are long periods of not using it, therefore the pad DOES turn off.
oh well...

Can't find any solution. - No, No it is not solved! This should be a bit embarrassing to Oculus, you should be leaning on Microsoft to fix this if indeed is isn't something you should be fixing. It reflects poorly on a product you market as refined.
Someone please fix this! To be as unambiguous as possible I am referring to the xbox one controller sleep bug in which once the controller goes to sleep while the Oculus service(OVRService if I recall) is running then it will not connect again until the Oculus service is restarted.

Some games sometimes won't fully recognize a controller if it was notset that way on Windows, even though the same controller in the samesystem can be used without issues in most games.
If you can't find that under Windows 10, follow this other guide untilyou see the screenshot with the window that has the buttons
Edit: If you have a wireless controller with a plug and play cable thecable only recharges the controller it won't recieve or transmitanything between xi and the controller. I'm using a standard 360 wiredcontroller.
